Chargesheets & inquiries delay due to ill equipped FSL

ITANAGAR, Oct 21: The lone Forensic Science Laboratory (FSL) in the state, situated at Police Training Centre PTC, Banderdewa is unable to carry out tests, stalling crucial cases.
The FSL at Banderdewa caters to only analyzing fingerprints, handwriting and carries out narcotic tests, hence the state police is forced to send their samples to laboratories in Guwahati, Kolkata and sometimes Hyderabad in case of other detections, wasting precious time.
Fund crunches, as obvious, remains the reason.
Like many cases, the rape and murder case at Garu under Gensi circle in West Siang district of a 35 year old mother on August 29 last is still awaiting expert analysis report from the forensic laboratory at Kolkata. The materials pertaining to the case were sent to Kolkata for expert analysis on September 26 last.
“As forensic opinions are crucial to substantiate cases which most of the time take long, filing of chargesheet gets delayed,” shares a police officer.
Home Minister Tanga Byaling accepts the fact and assures that upgradation of the FSL in the state is on the way.
“We have written to the government for funds so that we can upgrade the FSL. And we are also looking forward to setting up one more FSL in the eastern side of the state,” he confirmed.
Garu rape and murder case chargesheeted
Despite delay in the arrival of the expert opinion of the rape and murder of a 35 year old woman at Garu under Gensi circle in West Siang district on August 29 last, the chargesheet for the case has been filed with additional sections of 447, 448 and 120 of IPC along with the earlier filed sections 376 and 302.
Investigating Officer (IO) of the case SI M Nyori, who arrested the rapist within 18 hours of the crime, informed that the chargesheet was filed without the expert analysis report due to immense pressure from the victim’s family.
“A supplementary chargesheet will be filed after the arrival of the laboratory analysis report,” he informed.
The case is registered with Chief Judicial Magistrate, Aalo from where the complainants have appealed for it to be shifted to the court of Additional Session Judge, Basar.

Enough have been written about bad roads in the Capital Complex and elsewhere in the state and the Government’s unwillingness to do anything about it. Many had almost given up the hope of ever having roads, worth calling a road.
But looks like days of bad roads are soon going to be a thing of the past as bull dozers, excavators, backhoe and chip loaders have been rolled out on the Capital roads promising a smooth ride.

on me that roads can actually be repaired. Yours truly felt amazingly enlightened,
which seldom happens on Capital roads as one negotiates dif-

Due to the lack of such facilities, the streets are a nightmare; pedestrians are often made to feel that they are lesser mortals. It would not be such a bad to indulge pedestrians for once by giving them few meters of the road!
With great expectations that soon the roads will actually look like roads, yours truly hopes that the drivers will not only improve their behaviour but also learn some road safety tricks and rules.
It is not uncharacteristic of people to drive as if they are the only ones on the road. The indicators are something that is hardly used by drivers making it extremely dangerous for all involved.
The bad behaviour has been blamed on the roads that make one sweat in anger and irritation but with the government promising better roads, hopefully, we won’t have any excuses for bad driving and lack of road manners.

The safest thing to do would be to stay away from them altogether but then with limited options, we have to just bear their disrespectful behaviour, hoping that someday maybe a certain amount of light from top of their vehicles will percolate down to their brains too. SC stays Rs 326 crore execution

had filed for the execution of the decree, claiming the state government hadn't paid
them as agreed for carrying food grains meant for the public distribution system,

They were to be reimbursed after their bills were checked by the Food Corporation of India, the agency responsible for ensuring the availability of PDS food grains throughout the country. According to FCI, the legal imbroglio was due to a dispute with the state government. The agency stopped all payments in 2004, claiming that the state had overpaid the contractors.
The Supreme Court stayed the execution and attachment order on September 26 on a plea filed by senior advocate Rajiv Dutta on behalf of the state, which said the government was unable to pay the salaries of its employees.
An Arunachal court ordered the attachment of all the bank accounts and assets of the state government after it failed to pay Rs 258 crore as directed in the second round of execution proceedings. The state government had earlier paid up Rs 158 crore before throwing up its hands. The FCI had said that no further disbursements would be made to the state under the hill transport subsidy scheme until disciplinary action was taken against officers responsible for paying amounts in excess of the rolling advance of Rs 10 crore.

Coordination meeting of Capital Complex Education department held
ITANAGAR, Oct 21: A coordination meeting of Capital Complex Education department under the chairmanship of Capital DC in the presence of Parliamentary Secretary, Urban Development & Land Management, Techi Kaso was held at URCC Building, Naharlagun yesterday.
The meeting was aimed at discussing proper setting up of DDSE office establishment/accommodation, other important issues and to work out the mechanism for proper monitoring the implementation of SSA/RTE/RMSA and other flagship programmes in the schools under Capital Complex.
Speaking on the occasion, Parliamentary secretary urban development and land management Techi Kaso called on all the officials of the newly bifurcated DDSE establishment of Capital Complex to perform their assigned duty with dedication.
He asked them to be ready to face any confrontation from public in performing their duty saying that one day their merit will be recognized by the society. He advised DC and DDSE to classify the main problems and bring before him for further process in the higher authority.
Capital DC Mige Kamki expressed concern over mushrooming of private schools in the state Capital.
He pointed out that some schools are running without following prescribed rules and norms of government and directed the education authority to carry out verification drive of private institutions.
He also emphasized on necessary steps to improve sanitary conditions in the schools.
Kaso suggested the Capital DDSE to start office establishment as early as possible.
While explaining problems in implementation of a few government department works including Central Sponsored Schemes/Flagship programmes under Capital Complex jurisdiction on the ground of not having separate district code number, the DC requested the Parliamentary Secretary to take up the matter at the government level as it needs government decision.

Engineers urged to expedite construction of civil secretariat

ITANAGAR, Oct 21: PWD Minister Gojen Gadi today directed the engineers to continue works on a war footing to complete Block I and II of the Civil Secretariat for the Chief Minister, Ministers, Parliamentary Secretaries and top ranking bureaucrats including Chief Secretary to shift to the centre of state administration by March 2015.
Gadi along with PWD Parliamentary Secretary Alo Libang, Capital Deputy Commissioner Mige Kamki and a team of engineers inspected the ongoing works.
The Minister directed the engineers to hand over the two blocks for the lawmakers and policy framers to shift to the Civil Secretariat by March next year. Block III and IV handed over earlier have already been occupied by commissioners and secretaries.
The team also inspected the front side of BB Plaza on both sides of the highway towards Ganga side for developing parking area for the secretariat and the Minister directed the DC for allotting land for the purpose. The corner portion of the exit of Secretariat gate would be included for the parking slot to facilitate smooth traffic flow.
The department was also asked to submit the detailed project report soon for the purpose.
The foundation stone of the new secretariat building was laid on January 31, 2008 by then Prime Minister Manmohan Singh, before announcing a huge package for the state at IG Park here.

Anomalies alleged in land assessment
ITANAGAR, Oct 21: Alleging anomalies in land assessment for compensation and non-
The ZPM in a release informed that the total land required for expansion of the road was 4, 80,000 sq. mtrs but the total assessed land for compensation was only 1, 80,000 sq. mtrs. The people asked the concern authority on the whereabouts of the missing amount of lands.
The people also apprised the DC that the previous authorities did not conduct even a single public hearing before the acquisition which is against the land acquisition law.
“As per the Section 5 of the Land acquisition Act 2013, the public hearing for social impact assessment is prerequisite before the acquisitioning land,” the release said.
The aggrieved publics also claimed that the previous authority did not disclose before them the rates of the land to be acquired. As per Section 26 of land acquisition Act of 2013, the Collector of the district determines the market value of the land and discloses it to the public, the release claimed.
They also said that the previous implementing authorities did not conduct proper assessment on forest, agricultural and horticultural lands. Further, there was no proper assessment on possible disruption of water and power supply due to which the affected people have unanimously decided to discard the earlier assessments of land, the release said and demanded the DC to conduct survey afresh.

APIC imposes penalty
ITANAGAR, Oct 21: The Arunachal Pradesh Information Commission has imposed a penalty of Rs 25000 under section 20 (1) RTI Act 2005 on BDO Gensi Block, West Siang, Ponil Bori for deliberately defying the orders of the Commission. The Commission took serious cognizance of the appeal made by one Jummar Ngulom, seeking information pertaining to implementation of MGNREGA, IAY, IGNOAPS, IGNWPS and NFBS.
The BDO has been directed to deposit the penalty amount in favour of Registrar, APIC on or before November 12 next.
The Commission further warned that his failure to comply with the order might invoke section 20(2), 19(8)(b) and warrant of arrest will be issued under order XVI, Rule 10 (3) CPC 1908.

I would like to draw the attention of the Tourism Department, Govt of Arunachal Pradesh, through your esteemed daily to take the initiative to rediscover the abandoned Dile Lake.
It is located in between Gasheng village of Payum Circle and Tungker Pass, only two days foot march from Gasheng village. From this lake, the river Sike originated. The lake if rediscovered would be a hot spot for Trekking, adventure tourism and river rafting.
I appeal the Department of Tourism, Govt of Arunachal Pradesh to take up this project in the coming days which would be a step towards exploring hidden tourism potential.

This is in response to advertisement no .IND/ESTT/291/2012 (Pt-
The very advertisement is very complicated and has compelled us to think whether recruitment will be done fairly.
Firstly, advertisement appeared in the local paper on 18th Oct, i.e. Saturday and last date of submission of application is 24th Oct.
Many candidates from far flung area of the state send job application through post so how will job application from remote area reach Itanagar within four days.
Secondly, walk –in –interview will be conducted for the posts and qualification of various post are graduation in Arts/science /commerce.
There are around thirteen thousand Arts/science /commerce graduates plus non –APST
candidates in our state. If not all, atleat 60 % of these graduates will definitely
apply because these posts are good. Now how will the concerned department conduct
interview of these 60% or 7800 graduates. It will take months to interview all the
candidates because it takes 20-
Then, according to advertisement, no call letter will be issued for the interview. Hence there is confusion. Because without knowing on which day one’s interview will be held, how can candidates decide on which day to go to Itanagar for attending the interview?
Candidate will have to stay at Itanagar for many days, and all cannot afford to pay hotel room rent for indefinite days.
It seems that concerned department is in hurry to fill up the vacancies which is suspicious.
Every year hundreds and thousands of graduates are coming to job market in our state and unemployment is a very big issue. Even if job is on contractual basis and only for single post, every aspirant wants and wishes that recruitment process is fair.
Now a days for any post whether regular or on contract basis written exam is conducted. Written exam gives satisfaction to candidates that recruitment process will be fair and impartial.
Therefore, we appeal to the state government to immediately cancel the advertisement and recruit through proper process i.e written exam and then interview.
We also appeal to various organization and student unions to also to take up the issue with the concerned authority.

Dear Editor
In the land of Kailash Satyarthi, child labour still remains a big issue in the society. Despite different measures taken by the legal sector to eliminate child labour it prevails and persists as a global phenomenon.
Poverty being the root cause of child labour, the chances of such children getting access to education is minimal. In poor families children often join their parents in their as work as soon as they are old enough to perform simple tasks.
Malnourished children with starved look on their faces can be seen engaged in garage, hotel and circus etc. Many child labourers working in the state are actually brought in from other states and forces to work taking advantage of their poverty and illiteracy. Many malicious people exploit them.
By setting up certain laws, we cannot expect this issue to be solved. Severe and strict administration is required to deal with the problem or else a poor and helpless child will always remain the same.
