Chargesheets & inquiries delay due to ill equipped FSL

Up-gradation on the way, says HM

ITANAGAR, Oct 21: The lone Forensic Science Laboratory (FSL) in the state, situated at Police Training Centre PTC, Banderdewa is unable to carry out tests, stalling crucial cases.

The FSL at Banderdewa caters to only analyzing fingerprints, handwriting and carries out narcotic tests, hence the state police is forced to send their samples to laboratories in Guwahati, Kolkata and sometimes Hyderabad in case of other detections, wasting precious time.

Fund crunches, as obvious, remains the reason.

Like many cases, the rape and murder case at Garu under Gensi circle in West Siang district of a 35 year old mother on August 29 last is still awaiting expert analysis report from the forensic laboratory at Kolkata. The materials pertaining to the case were sent to Kolkata for expert analysis on September 26 last.

“As forensic opinions are crucial to substantiate cases which most of the time take long, filing of chargesheet gets delayed,” shares a police officer.

Home Minister Tanga Byaling accepts the fact and assures that upgradation of the FSL in the state is on the way.

“We have written to the government for funds so that we can upgrade the FSL. And we are also looking forward to setting up one more FSL in the eastern side of the state,” he confirmed.

 

Garu rape and murder case chargesheeted

Despite delay in the arrival of the expert opinion of the rape and murder of a 35 year old woman at Garu under Gensi circle in West Siang district on August 29 last, the chargesheet for the case has been filed with additional sections of 447, 448 and 120 of IPC along with the earlier filed sections 376 and 302.

Investigating Officer (IO) of the case SI M Nyori, who arrested the rapist within 18 hours of the crime, informed that the chargesheet was filed without the expert analysis report due to immense pressure from the victim’s family.

“A supplementary chargesheet will be filed after the arrival of the laboratory analysis report,” he informed.

The case is registered with Chief Judicial Magistrate, Aalo from where the complainants have appealed for it to be shifted to the court of Additional Session Judge, Basar.

 

 

 

German agency to take up development project in Arunachal

NEW DELHI, Oct 21: Chief Minister Nabam Tuki today had detailed discussions with German Development Cooperation (GDC) officials on a proposed project on Sustainable and Integrated Socio-economic Development Mission for Arunachal Pradesh to be taken up under bilateral cooperation programme through Government of India.

The main objective of the mission is to attain vibrant and progressive rural Arunachal through a blend of agriculture and allied activities including environment and energy, which forms the core of rural livelihood.

There was a general agreement about this project with comprehensive socio-economic development through interventions of geo-ecologically appropriate technologies with harnessing of natural resources, climate change adaptation and decentralized energy systems through renewable energy technologies.

Under this project it is also proposed to establish 1.77 lakhs units under animal and livestock sector including promotion of traditional rearing of ‘mithun’ and ‘yak’.

Issues related to land use regulations, water policy, capacity building, use of local knowledge and entrepreneurship development also figured in the discussion.

The state land use board of Rural Works Department has prepared the comprehensive concept note and a detailed presentation was made by K.C. Dhimole, Technical Advisor.  The German Development Cooperation was represented by Heiko Warnken, Head of Economic Cooperation & Development, Embassy of Federal Republic of Germany, New Delhi, Dr. Dieter Mutz, Director, Indo-German Environment Partnership, GIZ, New Delhi, Andreas Thermann, Deputy Director, KfW Bank, New Delhi and Farhad Vania, Portfolio Management Advisor, GIZ, New Delhi.

Also present in the meeting were Home Minister Tanga Byaling, newly elected legislator Gabriel D Wangsu and officials of the state government.

 

 

Soon, roads will be roads again

Enough have been written about bad roads in the Capital Complex and elsewhere in the state and the Government’s unwillingness to do anything about it. Many had almost given up the hope of ever having roads, worth calling a road.

But looks like days of bad roads are soon going to be a thing of the past as bull dozers, excavators, backhoe and chip loaders have been rolled out on the Capital roads promising a smooth ride.

As we drove past the monstrous looking vehicles this morning, it suddenly dawned on me that roads can actually be repaired. Yours truly felt amazingly enlightened, which seldom happens on Capital roads as one negotiates dif-

ficult roads and menacing drivers.

The good news is that Govt has announced Rs 16 crore for re-carpeting and black topping of all dilapidated arterial roads in the state capital. And the training has already started for engineers who will be overseeing construction of cement concrete road in the Capital at an estimated Rs 31.5 crore.

Yours truly is hopeful that few zebra crossings and street lights will come up too. Due to the lack of such facilities, the streets are a nightmare; pedestrians are often made to feel that they are lesser mortals. It would not be such a bad to indulge pedestrians for once by giving them few meters of the road!

With great expectations that soon the roads will actually look like roads, yours truly hopes that the drivers will not only improve their behaviour but also learn some road safety tricks and rules.

It is not uncharacteristic of people to drive as if they are the only ones on the road. The indicators are something that is hardly used by drivers making it extremely dangerous for all involved.

The bad behaviour has been blamed on the roads that make one sweat in anger and irritation but with the government promising better roads, hopefully, we won’t have any excuses for bad driving and lack of road manners.

With offence to none, the drivers driving bigger cars seem more hell-bent on breaking traffic rules. The smug faces do not make it any easier.

And the ones with the red beacons are a different family altogether. The safest thing to do would be to stay away from them altogether but then with limited options, we have to just bear their disrespectful behaviour, hoping that someday maybe a certain amount of light from top of their vehicles will percolate down to their brains too.  Hopefully.

 

 

SC stays Rs 326 crore execution

order against Arunachal Govt

NEW DELHI, Oct 21: The Supreme Court has stayed an execution order worth Rs 326 crore against the Arunachal Pradesh government and lifted a freeze on its assets and bank accounts in a 10-year battle over payments to food grain transporters.

According to an article published in Economic Times, a group of 28 private transporters had filed for the execution of the decree, claiming the state government hadn't paid them as agreed for carrying food grains meant for the public distribution system, a central government-sponsored programme, in 2004. The transporters had been contracted to lift food grains from the railhead and drop them off at distribution centres all over the state.

They were to be reimbursed after their bills were checked by the Food Corporation of India, the agency responsible for ensuring the availability of PDS food grains throughout the country. According to FCI, the legal imbroglio was due to a dispute with the state government. The agency stopped all payments in 2004, claiming that the state had overpaid the contractors.

The Supreme Court stayed the execution and attachment order on September 26 on a plea filed by senior advocate Rajiv Dutta on behalf of the state, which said the government was unable to pay the salaries of its employees.

An Arunachal court ordered the attachment of all the bank accounts and assets of the state government after it failed to pay Rs 258 crore as directed in the second round of execution proceedings. The state government had earlier paid up Rs 158 crore before throwing up its hands. The FCI had said that no further disbursements would be made to the state under the hill transport subsidy scheme until disciplinary action was taken against officers responsible for paying amounts in excess of the rolling advance of Rs 10 crore.  

 

 

DHPD clarifies on Rina hydel project

ITANAGAR, Oct 21: The Rina Hydro-electric Project was initially shut down on August 12 after the battery bank (E&M equipments) had developed major defects. Thereafter, shutting down continued from the next day due to subsequent damage occurred to the spillway channel. This was clarified by the Assistant Engineer, Pasighat Civil Division, Department of Hydro Power Development while reacting to a news item published in this daily recently that the hydel project has remained defunct from July 3.

Describing the news item misleading, the AE informed that dismantling activities have been initiated and labours from other divisions of the Department have been mobilized so that reconstruction activities can be taken up on war footing.

Further, the visit of the Parliamentary Secretary (HPD) Phurpa Tsering on July 21 to the Hydel station was prior to the damage of the Spillway on August 13, when the Hydel Station was functional and not defunct as stated in the news item.

He had visited the forebay tank site which was under the threat of erosion and also took stock of the Electro-Mechanical components of the Hydel stations.

The Parliamentary Secretary had assured to provide funds for problems identified during his visit and an amount of Rs 50 Lakhs has already been sanctioned under TFC (Forest Grant) for carrying out restoration works-both Civil and electro-mechanical, the AE said.

 

 

Seminar on Khando Drowa Zangmo

and Gyalpo Kala Wangpo

BOMDILA, Oct 21: The two days District level symposium-cum seminar on Khando Drowa Zangmo and Gyalpo Kala Wangpo began here today. The seminar is being organized by the department of Karmik and Adhyatmik (Chos-Rig) Affairs, (DoKAA), GoAP and inaugurated by His Eminence Guru Rimpoche, Abbot Tawang Monastery and other dignitaries.

This was followed by recitation of Mangala Charan by the Lamas of GRL Monastery and two minutes prayer for early rebirth of former Chairman, DoKAA, His Eminence the 13th Tsona Gontse Rimpoche.  In his inaugural address, His Eminence, Guru Rimpoche said such seminars would enable people to know about various Kings and history in Mon region. History, he opined, should not be a story. Organizing such kind of seminars is relevant in today’s context when youth are fast adopting western culture and lifestyle.

Speaking on the occasion, DoKAA chairman Jambey Wangdi explained the aims and objectives of the symposium-cum-seminar. He emphasized on importance of Bhoti language for preservation, maintenance of one’s identity, culture and tradition particularly for the future generation. He elaborated that the department has invited scholars to share their knowledge, documents on Drowa Zangmo and Gyalpo Kala Wangpo.

He opined that the biggest work of life is to share what one has learned though religion, society seminars and so on. He also urged scholars to share their knowledge. The Chairman requested people of West Kameng to work together in order to make visit of His Holiness Dalai Lama in 2015 a successful event.

In his address, West Kameng Deputy Commissioner A K Singh said that it is us the people who are responsible for preservation of Buddhism in Himalayan region.  

Bomdila MLA Japu Deru urged people to devote oneself to promote the religion. He offered to extend all his possible support to DoKAA Chairman and his team. The MLA also urged people of West Kameng and Tawang to put all their efforts together to make His Holiness Dalai Lama’s visit a grand success.

DoKAA Director Karma Leki, Assistant Director Genden Norbu and Bomdila SP Surender Kumar also spoke on the occasion.

The inaugural function was followed by technical session which included topics like discourse on auspicious sign and significance during the birth of Khando Drowa Zangmo, question and answer sessions and distribution of certificates to the scholars by DoKAA Chairmain.  DIPRO incharge

 

 

Coordination meeting of Capital Complex Education department held

ITANAGAR, Oct 21: A coordination meeting of Capital Complex Education department under the chairmanship of Capital DC in the presence of Parliamentary Secretary, Urban Development & Land Management, Techi Kaso was held at URCC Building, Naharlagun yesterday.

The meeting was aimed at discussing proper setting up of DDSE office establishment/accommodation, other important issues and to work out the mechanism for proper monitoring the implementation of SSA/RTE/RMSA and other flagship programmes in the schools under Capital Complex.

Speaking on the occasion, Parliamentary secretary urban development and land management Techi Kaso called on all the officials of the newly bifurcated DDSE establishment of Capital Complex to perform their assigned duty with dedication.

He asked them to be ready to face any confrontation from public in performing their duty saying that one day their merit will be recognized by the society. He advised DC and DDSE to classify the main problems and bring before him for further process in the higher authority.

Capital DC Mige Kamki expressed concern over mushrooming of private schools in the state Capital.

He pointed out that some schools are running without following prescribed rules and norms of government and directed the education authority to carry out verification drive of private institutions.

He also emphasized on necessary steps to improve sanitary conditions in the schools.

Kaso suggested the Capital DDSE to start office establishment as early as possible.

While explaining problems in implementation of a few government department works including Central Sponsored Schemes/Flagship programmes under Capital Complex jurisdiction on the ground of not having separate district code number, the DC requested the Parliamentary Secretary to take up the matter at the government level as it needs government decision.

Representatives of Itanagar Municipal Council, ZPMs of Capital Jurisdiction, CO Naharlagun, BEOs/CRCC also took part in the meeting deliberation.

 

 

Engineers urged to expedite construction of civil secretariat

ITANAGAR, Oct 21: PWD Minister Gojen Gadi today directed the engineers to continue works on a war footing to complete Block I and II of the Civil Secretariat for the Chief Minister, Ministers, Parliamentary Secretaries and top ranking bureaucrats including Chief Secretary to shift to the centre of state administration by March 2015.

Gadi along with PWD Parliamentary Secretary Alo Libang, Capital Deputy Commissioner Mige Kamki and a team of engineers inspected the ongoing works.

The Minister directed the engineers to hand over the two blocks for the lawmakers and policy framers to shift to the Civil Secretariat by March next year. Block III and IV handed over earlier have already been occupied by commissioners and secretaries.

The team also inspected the front side of BB Plaza on both sides of the highway towards Ganga side for developing parking area for the secretariat and the Minister directed the DC for allotting land for the purpose. The corner portion of the exit of Secretariat gate would be included for the parking slot to facilitate smooth traffic flow.

The department was also asked to submit the detailed project report soon for the purpose.

The foundation stone of the new secretariat building was laid on January 31, 2008 by then Prime Minister Manmohan Singh, before announcing a huge package for the state at IG Park here.

Gadi informed that discussion was also held to expedite the work on the Assembly building under progress.

The renovation of the NH 52-A has been taken up with due earnest and the portion from helipad road tri-junction to Papu Nallah tri-junction is targeted to be completed by first week of November next, the Minister added. The Minister is scheduled to inspect the road renovation work tomorrow.

 

 

Tour operators from West fascinated

ZIRO, Oct 21: State award winning tour operator Duyu Tours & Travel facilitated a familiarization tour (F-Tour) to a group of tour operators from western countries here yesterday.

The team comprising Roberto Gili, Managing Director, Aero-Tours of Switzerland, Mari Carmen, Managing Director, Club Marco Polo of Spain and Mangali Hinojosa, Travel Counselor, Lazano Travel of United State of America, who arrived here on October 19 after visiting Shillong and Itanagar, was taken to picturesque Ziro Valley where they witnessed a part of traditional marriage ceremony of an Apatani couple called ‘Elli Banning’ .

They also visited various villages, the typical Apatani houses and integrated paddy cum fish farming which left them mesmerized.

They also had the experience of witnessing a group of people bringing “Biding”, the first step of Myoko Festival of Apatani community.

Later, the team left for Daporijo.

Sponsored by the Ministry of Tourism, Govt. of India and coordinated by the Department of Tourism, Govt. of Arunachal Pradesh, the F-tour for international tour operators is conducted to promote and showcase the tourist potential of North East India.

The team will also visit Aalo, Pasighat, Dibrughar and Kolkota during its 10 days programme. The tour started at Shillong on October 17 and will end at Kolkota on October 26.

 

 

Anomalies alleged in land assessment

ITANAGAR, Oct 21: Alleging anomalies in land assessment for compensation and non-compliance with Land Acquisition Act, 2013 while acquisitioning land for proposed two lane BRTF road from ‘0’ point to Taliha (24 km), the ZPM of Sigin-I, Daporijo, on behalf of aggrieved people of Sippi Sinyik Sangam Welfare Society (SSSWS) has demanded the Upper Subansiri Deputy Commissioner to conduct fresh survey at the earliest.

The ZPM in a release informed that the total land required for expansion of the road was 4, 80,000 sq. mtrs but the total assessed land for compensation was only 1, 80,000 sq. mtrs. The people asked the concern authority on the whereabouts of the missing amount of lands.

The people also apprised the DC that the previous authorities did not conduct even a single public hearing before the acquisition which is against the land acquisition law.

“As per the Section 5 of the Land acquisition Act 2013, the public hearing for social impact assessment is prerequisite before the acquisitioning land,” the release said.

The aggrieved publics also claimed that the previous authority did not disclose before them the rates of the land to be acquired. As per Section 26 of land acquisition Act of 2013, the Collector of the district determines the market value of the land and discloses it to the public, the release claimed.

They also said that the previous implementing authorities did not conduct proper assessment on forest, agricultural and horticultural lands. Further, there was no proper assessment on possible disruption of water and power supply due to which the affected people have unanimously decided to discard the earlier assessments of land, the release said and demanded the DC to conduct survey afresh.

Sanitation awareness processions organized

AALO, Oct 21: As part of the National Sanitation Campaign, West Siang district Water and Sanitation Mission along with the PHE&WS, sub-division, Aalo organized padayatra at Pushi Bango and Ubu Bango administrative circles under Aalo West Block on Oct 18 and 20 last. Large number of teachers, students, PRI members, GBs, officials of PHED and public took part in the sanitation yatras.

At Pushi Bango, West Siang ZPC Yaman Bagra flagged off the padayatra. In her address, she called for effective coordination between PRI members and the agencies for proper implementation of sanitation programmes. She also appealed the gathering to realize the need for maintaining good sanitation.

While flagging off the sanitation procession at Ubu Bango, ZPM Yongi Ori asked PRI members to ensure reconstruction or maintenance of defunct toilets under their respective GPs through their own sources as there is no provisions for incentive fund for these toilets under the sanitation programme. He stressed on proper implementation of sanitation programme so that all GPs achieve open defecation free (ODF) status and appealed the participants to motivate people at village level for good sanitation practices.

Er. Pojom Padu, AE, PHE&WS, Sub-Division, Aalo revealed the status of all households’ toilets in the block and appealed for achieving ODF status for availing prestigious NGP award from the government. APIC imposes penalty

ITANAGAR, Oct 21: The Arunachal Pradesh Information Commission has imposed a penalty of Rs 25000 under section 20 (1) RTI Act 2005 on BDO Gensi Block, West Siang, Ponil Bori for deliberately defying the orders of the Commission. The Commission took serious cognizance of the appeal made by one Jummar Ngulom, seeking information pertaining to implementation of MGNREGA, IAY, IGNOAPS, IGNWPS and NFBS.

The BDO has been directed to deposit the penalty amount in favour of Registrar, APIC on or before November 12 next.

The Commission further warned that his failure to comply with the order might invoke section 20(2), 19(8)(b) and warrant of arrest will be issued under order XVI, Rule 10 (3) CPC 1908.

 

BJP vigilance committee meet

ITANAGAR, Oct 21: The State Level Monitoring and Vigilance Committee constituted by the State Bharatiya Janata Party in its meeting here today discussed some core issues to be taken up by the committee.

Later, the team met Commissioner (Finance) Ganesh Koyu and discussed with him, among others, withholding of issue of LoC to work department, informed the member secretary of State Level Monitoring and Vigilance Committee in a release.

 

Lowang lauds initiative of Mahabodhi Centre

ITANAGAR, Oct 21:  MLA Wangki Lowang today inaugurated a newly constructed boys’ hostel for the poor children adjacent to the Buddhist Temple at Deomali amidst huge gathering of devotees under the aegis of Mahabodhi Centre, Deomali. In his address, Lowang while thanking the Buddhist Monks from various parts of the country appreciated their sincere effort to spread the message of love and compassion preached by Lord Buddha.

He lauded the initiative of the Mahabodhi Centre, Bangalore to start schools in Deomali. He said that though the people were attracted towards the preaching of Lord Buddha, they were yet to learn the basic rules, prayers and other important elements associated with the great religion of peace Buddhism. The MLA urged the Bante of Deomali Mahabodhi centre to take a keen interest in educating the interested devotees through pamphlets, books and talks. While presiding over the function and blessing the gathering, Ven. Gunavanta Maha Thera Munglang Sayadaw underscored the importance of discipline in Buddhism adding that Buddhism taught the people not to harm and kill any living creature. He said that if the people religiously followed the preaching of Lord Buddha there would be no problem in the world but peace and more peace.  The function was attended by CO, DFO, ZPMs public leaders and women leaders of Deomali. Monks from different centers and representatives from Canada and Ladakh attended the auspicious occasion. It may be mentioned here that there are 5 Bodhi centers in Arunachal namely Diyun, Namsai, Deomali, Kanubari and Tawang.

 

 

RGU students stage Shakespeare’s play Twelfth Night

ITANAGAR, Oct 21: The students of the Department of English, Rajiv Gandhi University (RGU) staged the play “Twelfth Night, a romantic comedy by William Shakespeare in a jam-packed auditorium at the university campus yesterday.

The two hours of visual entertainment was hugely appreciated by the audience. The play was preceded by an amazing musical based on the fairy tale of Cinderella by the students of third semester.

Prof. AR Parhi, Head of the Department of English, threw some light on the journey the Department has gone through its periodic enactment of a number of plays. The faculty members had worked well to provide a platform to the students enabling them to showcase their creative skills.

 

Mobile towers at Mengio and Silsango sought

ITANAGAR, Oct 21: The All Mengio Unemployed Engineers’ Association has requested for installation of mobile towers at Mengio and Silsango circles.

In its letter to the General Manager, BSNL, it said that the two circles which is the home constituency of the Chief Minister are isolated due to non existence of any telecommunication facilities.

 

Students stage dharna before DC

ITANAGAR, Oct 21: All Bameng, Khenewa, Lada Students Union (ABKLSU) along with Bameng Town People’s Forum (BTPF) staged ‘Peaceful Dharna’ before the East Kameng Deputy Commissioner’s office at Seppa yesterday to register protest against non-fulfillment of various demands, including the demand for immediate shifting of various camp offices of various departments from Seppa to their respective places like Bameng, Khenewa and Lada.

The students union has also been demanding for full-fledged power to ADC, Bameng, providing proper electricity at Khenewa and Bameng townships, proper construction of PMGSY road from Pakke to Khenewa, Pakke to Bameng and Khenewa to Nampe-Lamnio Road, establishment of Police Beat Office at Bameng.

The students union demanded the district authority as well as the State government to fulfill their demands at the earliest failing which the union threatened to launch democratic movement.

 

ITBP jawans donate blood

ITANAGAR, Oct 21: About 17 units of blood were collected in a voluntary blood donation camp organized at Indo Tibetan Border Police (ITBP) Force camp at Yupia today.

A brief donors’ motivation session was held for the officers and staff of ITBP on voluntary blood donation prior to the start of the blood donation.

Arunachal Pradesh State Aids Control Society Deputy Director (Blood Safety) Dr. Nabam Budh highlighted the importance of donating blood. Medical Officer, ITBP, Yupia Dr. Ranju Teron sensitized the jawans on HIV/AIDS issues.

The technical support for the camp was provided by Arunachal State Hospital (ASH), Naharlagun under the guidance of Dr. Pasang Sona, Medical Officer, Blood Bank, ASH.

 

Global IDD day observed at Khonsa

ITANAGAR, Oct 21: Global Iodine Deficiency Disorder Day was observed at Khonsa today by District Health Society Tirap.

Speaking on the occasion, the District Medical Officer of Tirap highlighted the objectives of the programme and the importance of consuming iodized salt.

Medical Officer Dr.R Robo spoke on various health related issues and damages caused to human body due to dietary iodine deficiency and their preventive measures.

The programme was attended by Accredited Social Health Activists (ASHAs) and paramedical workers of Tirap district.

 

Umang festival celebrated

ITANAGAR, Oct 21: Umang, the festival for differently-abled was celebrated at Daporijo on October 10 and 11 last.

The festival was organized by Dadi Hamgio Charitable Society in association with the department of Art and Culture, Arunachal Pradesh and sponsored by North East Zonal Cultural Centre, Dimapur.

Cultural competition and sports events such as chess, carom and essay competition were organized to mark the occasion.

 

MGNREGA implementation reviewed

SEPPA, Oct 21: A review meeting on implementation of MGNREGA was held at Seppa yesterday. PD DRDA and all the BDOs cum programme officer attended the meeting and presented their achievements on implementation of MGNREGA under their respective blocks.

Speaking on the occasion, DC cum District Programme Co-ordinator MGNREGA, Sandeep Kr. Singh called for proper implementation of MGNREGA and directed all the BDOs to get the Bank Accounts opened for all the beneficiaries by 15th Nov 2014.  It is also to be ensured that the work should be completed within 10 days in consultation with the Gram Sabha and data be entered in MIS by 30th Nov 2014, he added. He also suggested that work taken under MGNREGA should be durable and permanent in nature for creation of public utility assets. All the BDOs should carry out the schemes with proper co-ordination with the Gram Sabha, he added.

Besides, a committee has been formed for proper monitoring of implementation on IAY in the district, DIPRO

ITANAGAR, Oct 21:  Capital Youth Organizations has appealed to the contesting candidates of IMWA election to maintain peace and harmony after declaration of election result in the capital region especially at market area. “Now a day’s many shopkeepers are in fear due to the IMWA election. Contesting candidate should be a true leader and accept the result happily,” stated CYO. Opium awareness campaign

ITANAGAR, Oct 21: All Hayuliang Valley Youth Association (AHVYA) organized three days awareness campaign to create public awareness about ill effects of drugs addiction, particularly Opium, and eradicate illicit Opium cultivation in different circles of Anjaw district recently. Over 700 people, including students and public attended the programme.

Dr.S. Tayang was the resource person of the campaign.

Bad day for Indian sports

India's chief hockey coach Terry Walsh today sprang a surprise by resigning from his post because of a "pay dispute", barely three weeks after guiding the team to a historic gold medal in the Asian Games in Incheon. His resignation once again exposes how apart from cricket, other sports are fighting for survival. He sent his resignation letter to SAI Director General Jiji Thomson on October 19. The event has plunged Indian hockey into deep crisis.

Just when it looked like hockey will emerge from oasis, this episode has hurt the game badly. Under Walsh team had scored a memorable victory against arch-rival Pakistan in the final of recently concluded Asian games. Now the new coach will have to again start everything new from scratch and build a team capable of taking on the best teams. Making it a sad day for the sports lover of India, another news which jolted them was the decision of Mohammedan Sporting, a 123 year old Kolkata based football club to wrap up its season midway owing to lack of sponsorship. The old-timers are naturally alarmed. If this can happen to one of Kolkata's Big Three club, the other two are not out of danger's ambit. The anger naturally is directed at an inert All India Football Federation and the glaring lopsidedness in money between the glitzy, focus-lacking ISL and an established Indian football structure as portrayed by a crawling I-League. It's time people running football and hockey administration gets their act together.

Rediscover abandoned lake

Dear Editor,

I would like to draw the attention of the Tourism Department, Govt of Arunachal Pradesh, through your esteemed daily to take the initiative to rediscover the abandoned Dile Lake.

It is located in between Gasheng village of Payum Circle and Tungker Pass, only two days foot march from Gasheng village. From this lake, the river Sike originated. The lake if rediscovered would be a hot spot for Trekking, adventure tourism and river rafting.

I appeal the Department of Tourism, Govt of Arunachal Pradesh to take up this project in the coming days which would be a step towards exploring hidden tourism potential.

A complicated advertisement

Dear Editor,

This is in response to advertisement no .IND/ESTT/291/2012 (Pt-II), Department of Industry, government of Arunachal Pradesh regarding post of Economic Investigator, Extension officer that was published on 18th Oct, 2014 in your daily.

The very advertisement is very complicated and has compelled us to think whether recruitment will be done fairly.

Firstly, advertisement appeared in the local paper on 18th Oct, i.e. Saturday and last date of submission of application is 24th Oct.

Many candidates from far flung area of the state send job application through post so how will job application from remote area reach Itanagar within four days.

Secondly, walk –in –interview will be conducted for the posts and qualification of various post are graduation in Arts/science /commerce.

There are around thirteen thousand Arts/science /commerce graduates plus non –APST candidates in our state. If not all, atleat 60 % of these graduates will definitely apply because these posts are good. Now how will the concerned department conduct interview of these 60% or 7800 graduates. It will take months to interview all the candidates because it takes 20-25 minute per candidates to properly judge the candidates quality, capability. Yes, if interview is just an eyes wash, then 7800 candidates can be finished within 5 days.

Then, according to advertisement, no call letter will be issued for the interview. Hence there is confusion. Because without knowing on which day one’s interview will be held, how can candidates decide on which day to go to Itanagar for attending the interview?

Candidate will have to stay at Itanagar for many days, and all cannot afford to pay hotel room rent for indefinite days.

It seems that concerned department is in hurry to fill up the vacancies which is suspicious.

Every year hundreds and thousands of graduates are coming to job market in our state and unemployment is a very big issue. Even if job is on contractual basis and only for single post, every aspirant wants and wishes that recruitment process is fair.

Now a days for any post whether regular or on contract basis written exam is conducted.  Written exam gives satisfaction to candidates that recruitment process will be fair and impartial.

Therefore, we appeal to the state government to immediately cancel the advertisement and recruit through proper process i.e written exam and then interview.

We also appeal to various organization and student unions to also to take up the issue with the concerned authority.

Society and child labour

Dear Editor

In the land of Kailash Satyarthi, child labour still remains a big issue in the society. Despite different measures taken by the legal sector to eliminate child labour it prevails and persists as a global phenomenon.  

Poverty being the root cause of child labour, the chances of such children getting access to education is minimal. In poor families children often join their parents in their as work as soon as they are old enough to perform simple tasks.

Malnourished children with starved look on their faces can be seen engaged in garage, hotel and circus etc. Many child labourers working in the state are actually brought in from other states and forces to work taking advantage of their poverty and illiteracy. Many malicious people exploit them.

By setting up certain laws, we cannot expect this issue to be solved. Severe and strict administration is required to deal with the problem or else a poor and helpless child will always remain the same.

Pathetic roads

Dear Editor,

Through your esteemed daily, I would like to highlight about the pathetic condition of road within capital complex. Most of the roads linking various sectors and important buildings of the state are in a pitiful state and are under degraded condition, which creates even a more worst condition for vehicles to move and the ultimate sufferers are the pedestrians.

The main reason for the bad road conditions are improper drainage set-up of the city. During monsoon, most of drainage systems are washed away by heavy rainfall which subsequently results in degradation and erosion of metalled road.

So, my earnest request to the concerned authorities is to understand the topo-graphical aspects and to give priority to drainage network before taking up initiative to build the roads.
